As per the Food and Drugs Act, a cosmetic includes any substance or mixture of substances manufactured, sold or represented for use in cleansing, improving or altering the complexion, skin, hair or teeth, and includes deodorants and perfumes

A manufacturer or an importer wishing to sell cosmetics in Canada must, at the latest 10 days after the manufacturer or importer first sells a cosmetic, provide the Minister with a notification required by the Cosmetic Regulations and signed by the manufacturer, importer or a person authorized on their behalf, advising whether they intend to continue sales of the cosmetic in Canada
